ELIZA COLL, MHA, CEM, MEP (SHE/HER)

President and Owner

Ms. Eliza Coll has worked in the ever changing emergency management profession for over 20 years. Eliza first gained operational experience, working in hospital-based Emergency Management at Massachusetts General Hospital and Beth Israel Deaconess Medical Center and then at the Arizona Department of Health Services Bureau of Public Health Preparedness. Over the past 14 years, Ms. Coll has consulted for local, county, state, and tribal entities nationwide on wide-scoping public health preparedness and emergency management products. Client disciplines include Public Health, Healthcare Coalitions, Emergency Management, Public Safety, Hospitals/Healthcare, higher education, non-profit organizations, and private sector such as transportation providers.  


Eliza established Coll Consulting in 2018 to provide client-tailored, high-quality products with personal connection and attention to detail. Since then, our team has provided a wide range of services from organizational assessments and strategic leadership, written plan development, training development and delivery, and exercise design, delivery, and evaluation.  


During the COVID-19 pandemic, Eliza worked in County and State EOCs, and in the field as Operations Chief and Incident Commander at vaccination point of dispensing sites. We have continued to support our responders through the development of over 20 COVID-19 After-Action Reports and Improvement Plans. 


Ms. Coll is trained and well-versed in the Federal Emergency Management Agency’s (FEMA) Homeland Security Exercise and Evaluation Program (HSEEP) and has earned the FEMA Master Exercise Practitioner designation. In the course of her career, Mrs. Coll has conducted over 200 HSEEP-consistent exercises and developed over 50 preparedness, response, and recovery plans.
